Fractional Commercial Counsel & Governance Support for Businesses of All Sizes

Flanagan Law, PLLC was founded by Maria Flanagan, a North Carolina licensed attorney with over 20 years of experience in helping companies of various sizes meet their business needs.
Prior to launching her own practice, Maria served as Corporate Secretary and sole in-house counsel for Charles & Colvard, Ltd., a publicly traded fine jewelry and gemstone manufacturer, where she liaised with the Board of Directors on governance and SEC matters, was a trusted advisor for senior executives, and negotiated sales and vendor agreements for clients at all levels of the organization.
Before joining Charles & Colvard, Maria worked at ChannelAdvisor Corporation (acquired by Rithum Corporation), a publicly traded B2B SaaS provider, where she negotiated sales and business development agreements and developed the company's vendor contracts function. Prior to working for ChannelAdvisor, Maria spent over a decade negotiating vendor contracts of all types for Blue Cross NC while she attended North Carolina Central University School of Law in the evenings.

I’m a commercial contracts and corporate governance attorney with more than 15 years of experience supporting organizations ranging from solo practitioners and small businesses to complex, publicly‑traded companies. My background includes extensive in‑house experience at a public company, along with nearly a decade of corporate secretary and governance work.
I founded Flanagan Law, PLLC to offer a flexible, modern approach to legal support — one that gives businesses access to senior‑level commercial contracting and governance expertise without the cost or commitment of a full‑time attorney. Many organizations need reliable legal guidance, but only in focused, predictable increments. Fractional counsel fills that gap.
My work is grounded in practicality and efficiency. I help clients:
I partner with clients across industries and stages of growth, providing tailored, scalable support that aligns with their operational needs. Whether you need ongoing monthly assistance or help with a single contract or governance project, I offer clear, responsive, and business‑focused legal services designed to keep your organization moving forward.
In my free time, I love to kayak the gorgeous tributaries around Washington with my rescue bully Otto, volunteer with local animal shelters, drive transport for animal rescue groups, spend time with my amazing family and read fiction.
